Some like Carthage and Massilia will easily agree to a trade agreement. Keep trying to form trade partners along the way. Establishing trade starts from turn 1 where you need to send your small navy first towards Knosses and Cyrenaica, then towards Carthage, the Adriatic Sea, Massilia, the Iberian peninsula and then to Britannia.
